Subject: Can't manage users (Windows 8)

I've come across a dozen of strange things. I've had these problems even as far back as NY eve but i haven't found a solution yet still.
Somehow i can't uninstall programs, manage user accounts, run process explorer without crashing and a couple of other things.
I've had exactly the same problems as this bloke but i've tried every possible solution and last resort is reinstall everything including Windows.

I even created a thread about it but no one could help me or explain it.

Nothing happens if i try to use Charm and click "Change User Account Settings". Nothing! Same problem in desktop.
Really i have given up hope. Windows 8 is really a fail in it's own right. I never had those problems with my Windows 7 Ultimate copy.
