Subject: Unable to start Process Explorer

I downloaded ProcessExplorer 15.40 yesterday but when I try to run it I get a message saying "Unable to extract 64-bit image. Run Process Explorer from a writeable directory." when I try to run it. I am on Windows 7 Pro and am seeing this on both my system at home and my system at work. I am current on Microsoft updates.
My user account has full rights to the directory where the executable is. The file is not blocked. I can create files in this directory.
Any ideas on where to look?
