Miscellaneous Utilities : When Administrator is not Administrator

Is there a tool that could give me a list of permissions of a given user?

This is what happened:

I was installing a new application as "Administrator" (or at least I thought I was).  The application appeared to install but when testing the application would just not work.

I have subsequently found out the Windows administrator had change the permissions of "Administrator" but I don't know what these changes are.  The Windows administrator added the "Administrator" to another group (again I don't know what group), now the install has been successful and the application is working as expected.

I'm hoping there is a tool that could give me a list of the permission of the "Administrator" (or a user) and I could then compare these to a good known list of permissions.
