Subject: Massive lag and temp hangs Win 8.1

H there, no the temps are fine never going above 50 degrees c using a Cooler Master cooler, running stock speeds.
Ive also ran a drive SMART checker and theres nothing outside normal stats and the drives are only a few months old.
I dont think its a drive or heat issue as the Procmon trace shows its thrashing all over the computer, creating and editing catalogs, probing pretty much all files on the disk, changing lots of things in the registry and more. Its almost as if whatever is thrashing the computer, its process priority is set to realtime and is lagging/breaking everything else running at the time.
Rest of specs are i5 2500, 8GB ram, R9 280X gpu and 2x 500GB 7200 hard drives, 1 for Os and 1 for games and storage.
