PsTools : pseexec and running ie with reduced rights

This command used to work (with IE 8 on Windows 7 64 Bit) to launch Intenet Explorer in a protected mode (with reduced credentials, so that if you were logged into the PC as Admin, you would only be browsing as a normal user).
 
 psexec.exe -d -l "C:\Program Files\Internet Explorer\IEXPLORE.EXE"
 
I am now trying to get this to work with IE 10 on Windows 7 64 Bit (fully patched) and it does not seem to allow IE to launch at all (I close all IE Windows and it acts like it is launching, even assigns a PID, but never launches). I believe it command is still an example on the PSTOOLS SysInternals page. Can anyone else get this to work ? I search for the answer to this in this forum but did not find anything.
 This was a safe way to allow elevated login privs, but reduced browsing privs (and therefore risk). I know I could switch user, or login with reduced rights, but this option is significantly better.
 I am hoping that if this is a new issue that PSTools developer might look into this and see if a fix is available.
