Troubleshooting : Windows 7 Welcome Screen too long

Hello,

I have searched for a solutions on and off for weeks, but haven't come up with anything.  So I am turning to this forum for the best advice I can hope for.

Here is my issue:  After clicking on my name, and entering a password, the "Welcome" screen sits there for 45+ seconds.

My environment is a dell Latitude laptop, i7 3.0ghz, 64 bit, 4 gig ram, running Win 7 professional in a home environment.  No domain controller, only a DHCP server from my ISP router.

Most other machines it doesn't take that long. (I have a desktop machine I keep stripped down, no bloatware or updates, and it's Welcome screen lasts less than 2 seconds)

I looked at "AutoRuns" but it doesn't tell me what is causing the delay.  Just what is running.

I enabled "UserMode" logging, and the problem went away on the first boot (Like a symptom that hides when you go to your mechanic).  But three boots later and it's back.  The log doesn't help me, as it only says things like:
   "ProcessGPOs: Processing extension Group Policy Folder Options"
   "CGPNotify::RegisterForNotification: Entering with target Machine and event 0x55c"
   "Target = S-1-5-18, ChangeNumber 0"

But I can see that it took 1000+ entries to go from
   GPSVC(370.380) 06:57:59:207  to
   GPSVC(1b8.13a8) 07:01:25:715
Which is 2 1/2 minutes.  The welcome screen was only hung for about 45 seconds, so I can't "sync" the welcome screen to these time stamps.

I can delete the file, and do a boot to get a clean listing, if someone can interpret the content for me.

Another crazy thing is the report that a solid desktop color causes it.  So I used to adjust my settings to solid, then back to my desktop image, and the problem would go away for a day or two.
But now that little trick doesn't work anymore.

It has gotten worse after the last round of 100+ Windows updates. Much worse. I really regret doing that.

I have uninstalled or disabled a large amount of the Dell software that came with it. But that stuff was on when I got the machine, and it didn't do that when it was new. The most entries in my 'Add/Remove' (or 'programs and features' as they renamed it)  Are MS things, like MS SQL, VS2008 redistributable, VS2012 redists, .NET updates Office fixes...

The other stuff on the machine is VS2010, Office 2010, Google Chrome, FireFox, Skype, printer drivers (which also have scanners drivers), VirtualBox...

Simply going into MsConfig and disabling ALL startup programs doesn't help either.  It cut about 5 seconds off.

I run Malware Bytes and MS Malicious removal tool often.  Nothing has even been found.

So my question to the forum is:
What tools can I use to try to determine which program is blocking during the logon /welcome screen ?

Any advice is appreciated.
