Never mind. I just figured out that Symantec AV is blocking it on this system. I need to talk to my security team about this.

Never mind. I just figured out that Symantec AV is blocking it on this system. I need to talk to my security team about this.
However, I did find a bug. The help text shows a version number of v2.51 but the build version in the binary is v2.52. The help string resource needs to be updated to match.
