Autoruns : AUTORUN MSOOBE.EXE entry in WINLOGN category

Subject: AUTORUN MSOOBE.EXE entry in WINLOGN category

I don't have a question on AUTORUNS itself but on an entry.  I am curious what the following entry is for: 

HKLM\SYSTEM\Setup\CmdLine 7/8/2014 12:02 PM (Light blue background)
C:\WINDOWS\System32\oobe\msoobe.exe /update Microsoft Out of Box Experience Microsoft Corporation c:\windows\system32\oobe\msoobe.exe 4/13/2008 1:36 PM

What does this do; is this entry needed?

One odd point... If I go to the context menu over the entry (actually happens for all entries in this WINLOGIN group) and select PROPERTIES..., I get an error dialog that says "Windows cannot find   'WINDOWS/SYSNATIVE/OOBE/MSOOBE.EXE'"?

[WIN XP SP3 , DELL Dimension 4600, 1.2GB ram, 2.5G P4]
