BgInfo : Error loading

I have setup BGInfo and save the config file onto an share with all the permissions needed. I have created the bat file. I have that set in User configuration>policies>windows settings>scripts

I also disable the following on the computer configuration>policies>windows settings>security settings>security options

User account control: Behavior of the elevation prompt for administrator in admin approval mode > Elevate without prompting

User account control: Detect application installations and prompt for elevation > Disable

User account control: Only elevate UIAccess applications that are installed in secure locations > Disable

User account control: Run all administrators in admin approved mode > disable

When I login with a normal user login I get the following error "Error loading "\\xxxx\xxx\xxx\xxx.dgi"
