Subject: Two Questions about Process Explorer CPU Issues

Hello,
I have two similar questions so I thought that I would ask them both on the same topic. The first is that whenever I launch Process Explorer there seems to be high CPU activity for a moment and then it goes back to normal. I have also noticed this when I launch Task Manager. The following screenshots show this:

The second question is that the process System Idle Process seems to consume high levels of CPU. Is this normal? I have noticed that this is not shown on Task Manager. The following screenshots show this:
