the HAL.dll usage comes from sending/receiving data from your mouse (mouclass.sys!MouseClassServiceCallback). Because this happens when you use Chrome, I think I can be an IRQ sharing issue between the USB-Port and the Realtek NIC.
Connect the mouse to a different USB port and see if this helps. The rest of the CPU usage is regular cpu usage from Google Chrome. Also don't run Avast and Windows Defender the same time. This can also impact performance.
