I am having the same problem in Windows 7 Ultimate X64. The file server is on my office Intranet.
I applied:
REGEDIT4[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp][HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\HHRestrictions]"MaxAllowedZone"=dword:00000002"EnableFrameNavigationInSafeMode"=dword:00000001[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions] "MaxAllowedZone"=dword:00000002
Restarted and still could not see the contents of the help file.
Tried lowering the security setting for Intranet to Low (allow anything)

IE/Options/Security/Local Intranet/Sites had Automatically detect intranet network checked.
Pressed Advanced and added file://<server name> to the list of Websites.
Restarted and could now see the contents of the help file.
Appearently, Automatically detect intranet network is broken which is strange since
if I open Control Panel/Network and Sharing Center and
click on Show full map it displays all of the machines on my local intranet.
