Subject: windows 8 pspasswd access denied

To answer my own question, my problem had nothing to do with windows 8, nor pspasswd.
My router had spontaneously lost its DNS server addresses, and set them to 0.0.0.0, the only noticeable impact being all the local pc to pc workgroup traffic from my win7 pc suddenly was redirected to 520b.com in china! (I'm in the UK)
tracert was useful to establish this.
Meanwhile all external addresses were being resolved by some fallback isp dns mechanism, so this was all well disguised.
My first workaround solution was to block 67.198.168.4 (520b.com) on the PC firewall (Comodo), which re-enabled pstools and local shares.
The complete solution once I found the cause, was to find the isp dns server addresses, and to reset them in the router.
It was an interesting problem - If not exactly a pstools problem.
