I have seen this before.
#1 Windows 7: Corrupt User Profile. Delete it and let it rebuild. If you have never done this look it up so you do it correctly.
#2 Windows 7: Users TEMP directory was deleted. \Users\jasmith\AppData\Local\Temp <== gone.
#3 Windows 7: \Windows\Temp is missing.
#4 Windows 7: \Windows\Temp has incorrect permissions.
If it is the TEMP directory it goes away because some software the uses the TEMP directory is smart enough to create it. BGInfo is not smart enough to create it if it is missing. -WS
